<br />A00%, <br />City of North Olmsted - Part One RFP Background Information 10 <br />SECTION TWO: INSTRUCTIONS TO PROPOSERS <br />1. Rights to Submitted Material All proposals, responses, inquiries or correspondence relating to or in reference to this <br />RFP, and all reports, charts, schedules, exhibits and other documentation submitted by <br />Proposers shall become the property of the City upon receipt. Supporting technical <br />manuals will be returned at the request and expense of the Proposer. <br />II. Confidential/Proprietary Information <br />All proposals submitted shall be regarded as public record with the exception of those <br />elements in each proposal which are defined by the Proposer as business or trade <br />secrets, and plainly marked as "Trade Secret", "Confidential" or "Proprietary". <br />III. Response Sheets <br />For ease of handling and reference, Proposers should submit their detailed Proposal on <br />the response sheets which are provided. All Proposals should be on yellow 8 1/2" by <br />11 „ paper in a 3 ring binder or other binding. The three additional copies should also <br />be made on yellow 8 1/2" by 11" paper. Only the yellow pages will be initially <br />reviewed. Oral, telegraphic or facsimile proposals will not be considered. The <br />proposal package must include the following information and documents in the <br />following order: <br />1. Sealed package as identified in Section I. <br />2. Letter of Transmittal: <br />The proposal must include a letter of transmittal, indicating the title of <br />procurement, signed by an individual authorized to bind the Proposer contractually. <br />The letter shall include: (1) the individual(s) who are authorized to negotiate and <br />sign a contract on the Proposer's behalf; and (2) the name, title, address and <br />telephone number of the individual(s) who can supply additional information. In <br />addition, the cover letter should indicate that the Proposer's company agrees to be <br />bound by the Proposal included in the original submission, without modification. <br />Attached to this letter must be a copy of the individual's written authority to bind <br />the Proposer contractually. If more than one entity submits the Proposal, the City <br />will do business only with the Proposer and will require the Proposer's organization <br />to assume responsibility for the entire System. An authorized official of the <br />Proposer must sign the Proposal. <br />IV. Intent af the Specifications <br />It is not the intent of the City to limit Proposers to the specifications set forth in this <br />RFP, however, the specifics contained herein are the minimum acceptable for tlze <br />initial evaluations. The narrative in this section will be incorporated in the Contract <br />negotiated between the successful Proposer and the City. Proposers should indicate and <br />provide information regarding the types of services and systems for which they have <br />direct experience. <br />• ???
