It is to be noted <br />that I have no objection to the positioning of the newly named "Network Administrator" within <br />the Department of Personnel and Administrative Services. A troubling action although not <br />significant enough to warrant a veto or not signing referenced Ordinances is that yet another <br />administrative function has been initiated by the legislative branch of the City of North Olmsted <br />without consultation with, and advise and consent of the Mayor. <br />Ordinance No. 2004-02 was introduced, which provided for a ninety day time period to replace <br />the outgoing Commissioner and at the same time ha.ve the ability to contract with an Electronic <br />Data Specialist firm on an as need basis at a cost not to exceed $15,000. Objections were raised <br />by Council in that a specific firm was not identified, however I would have surmised that <br />Council would have the confidence in the administration to use proper judgment to select a firm <br />able to do the job. It is to be noted that subsequently it was learned that an Electronic Data <br />Specialist firm can be placed under contract for a solving a specific problem on a purchase order <br />basis. <br />Not enough time has elapsed to determine whether or not the workloads imposed upon the <br />"Network Administrator" can be handled by one person. Therefore I have concerns in the <br />reduction of personnel in the Division of Electronic Data Processing (renamed Division of <br />Information Systems) from two individuals to one individual. <br />cc: All of Council <br />All Directors <br />File <br />"Together We Can Make A Difference"
