Section 29.01 In 1993, public transit services operated by NOMBL under contract with the Greater <br />Cleveland RTA were reduceii approximately 12%. In order to maintain full-time positions which, absent <br />this agreement, would be abolished because of the reductions, the AFSCME Local 3517, NOMBL and <br />the City agreed to establish the position of Hostler-Driver. This position shall be offered to the senior- <br />most employee in a lay-off status. Any such position(s) shatt be temporary. <br />Section 29.02 This position shall require a combination of Hostler and Bus Operator work <br />assignments. The cunent job descriptions of Hostter and Bas Operator shall represent the <br />responsibilities these individuals have while they are working the respective positions' hours. <br />Section 29.03 An employee working in this position will receive two rates of pay: Operator and <br />Hostler, based upon their respective rate step number. Hours worked as an Operator shall be paid as <br />Operator wages, while hours worked as a Hostler shall be paid Hostler wages. <br />Section 29.04 Scheduled work hours may vary from one Run Board to another. <br />Section 29.05 No spread time penalty, bonuses, or time-between-pieces shall be paid to an employee <br />in this position, The total hours scheduled per day, based upon a 5-day work week, shall be 8.00 hours. <br />This excludes overtime. Any extra Operator driving time in the 5-day work week shall not eliminate the <br />persons in this position from their scheduled Hostler time, unless special circumstances exist. <br />Section 29.06 Employees in this position shall work Monday through Friday, except that overtime on <br />a weekend shall only be available for Hostler time. <br />Section 29.07 Employces in the temporary position of Hostler-Driver shail continue to accumulate <br />company seniority. These same employees shall also accumulate Hostler classification seniority, <br />retroactive to March 14, 1993 for the purpose of their: 1) Shift Work Pick for Hostler, however these <br />same employees must continue in the Hostler-Driver position until these positions are no longer needed <br />by the City, and 2) Vacation Pick for Hostler. Employees in this pasition shall progress to the next rate <br />step when scheduled. <br />Section 29.08 Sick leave and vacation hours shall be paid as an average, based upon the sick-day-off <br />assignment or the vacation-week assignment of Opera.tor hours and Hostler hours. <br />Section 29.09 Hostler uniform changes shall be five (5) per-week. The operator uniform payment <br />shall be made upon completion of training, annsaally in an amount of $200.00 for as long as this position <br />exists for those employees, unless already received. <br />Section 29.10 Should a school block driving trip be canceled for any reason, a Hostler-Driver may be <br />reassigned other Operator work, and if none is available, then the employee shall be required to make up <br />for lost time by performing extra Hostler work. This extra Hostler work shall be scheduled by the <br />Maintenance Manager. <br />Section 29.11 It is understood by both AFSCME Local 3517, NOMBL and the City that this Article <br />is subject to cancellation by the City upon seven (7) days written notice to AFSCME Local 3517, <br />NOMBL. <br />Section 2912 An employee awarded the position of Hostler-Driver wi11 be given reasonabie help and <br />supervision and shall be allowed a reasonable period of time to quatify, which shall not exceed thirty (30) <br />working days. He will be considered to have qualified for the new position when he satisfactorily <br />performs the required duties with no more supervision than is required by other qualified employees on <br />the same or similar jobs, and when his record meets the standard for the job. If he fails to so qualify, he <br />shall be returned to Iay-off status and the position may be offered to the next most senior employee in <br />lay-offstatus. <br />35 <br />
