CITY OF NORTH OLMSTED ORDINANCE NO. 2004 - 93 BY: Mayor Musial AN ORDINANCE CREATING NEW SECTION 163. 04 OF CHAPTER 163 OF THE ADMINISTRATIYE CODE ENTITLED "DEPARTMENT OF HUMAN RESOURCES" FOR THE PURPOSE OF ESTABLI,SHING A NEW POSITION OF "TITLE Ill C PROGRAM MANAGER" WITHIN THE ORGANIZATIONAL CHART FOR THE DIVISION OF AGING, AND DECLARING AN EMERGENCY. WHEREAS, the Department of Human Resources, Division of Aging, has established and is operating a successful Congregate Meal Program at the Multipurpose Senior Center pursuant to Title III C of the Older Americans Act and under programs administered by the Western Reserve Area Agency on Aging; and WHEREAS, it is the desire of this Council, upon the recommendation of the Director of Human Resources, to establish within the organizational chart of the said Departrnent, Division of Aging, a part-time position of "Title III C Program Manager" in order to provide efficient services to the citizens and maintain compliance with state guidelines for the administration of the Congregate Meal Program; and WHEREAS, this Council has previously considered and appropriated funds for this position and, by separate action, intends to establish the compensation range; and NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: SECTION 1: That there is hereby created new Section 163.04 of Chapter 163 of the North Olmsted Codified Ordinances, entitled "Department of Human Resources." Said Section 163.04, as created, shall read in its entirety as follows: "163.04 TITLE III C PROGRAM MANAGER. There shall be, within the Division of Aging, a part-time position entitled "Title III C Program Manager", appointed by and serving at the pleasure of the Director of Human Resources, under the supervision of the Administrator of the Division of Aging. The Title III C Program Manager shall administer the Congregate Meal Program, including all records of purchasing, accounts and other forms required by the Western Reserve Area Agency on Aging, and shall perform such other duties as directed by the Director of Human Kesources." SECTION 2: That this legislation is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, sa,fety and welfare, and for the further reason that the immediate filling of the position is vital to the continued success and maintenance of the Congregate Meal Program guidelines, and provided further that it receives the affirmative vote of two-thirds of all members af Council, it shall take effect and be in force immediately upon its passage by Council and approval by the Mayor.
