CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2004 - 99 <br />BY: Mayor Musial <br />AN OIZDINANCE A UTHORIZING THE DIRECTOR OF PUBLIC <br />SERVICE TO ADVERTISE FOR BIDS FOR THE <br />REHABILITATION OF THE LOW PRESSURE OXIDATION <br />BUILDIIVG NO. 1(LPOI) ROOF AND AUTHORIZING THE <br />MAYOR TO ENTER INTO AN AGREEMENT i-YITH THE <br />LOWEST AND BEST BIDDER AS DETERMINED BY THE <br />BOARD OF CONTROL, AND DECLARING AN EMERGENCY. <br />WHEREAS, The City owns and operates a sanitary sewer system (the "Wastewater <br />Treatment Plant") which includes a collection system, lift stations, a wastewater treatment <br />plant and appurtenances, which system presently has the capacity to collect and treat certain <br />wastewater originating outside the City's corporate boundaries; and <br />WHEREAS, the numerous roofs at the Wastewater Treatment Plant were between 16 <br />and 37 years of age prior to the development of roofing rehabilitation program in 1997, which <br />was thereafter commenced in 1998; and <br />WHEREAS, since 1998, the membrane roofing materials used at the Wastewater <br />Treatment Plant since 1998 for rehabilitation of the Pretreatment Building, the Sludge <br />Thickening Building, the Microscreen Building, the administrative area of the Low Pressure <br />Oxidation Building No. 2 and the Digester Building have been leak proof since their sequenced <br />installation; and <br />WHEREAS, both the segment of the LPO 1 roof that was constructed in 1960 and the <br />segment of the LPO1 roof that was constructed in 1970 are leaking, are in the worst shape of <br />a11 non-rehabilitated roofs and was the building sequenced for rehabilitation in 2003; and <br />WHEREAS, the rehabilitation of both segments of the LPO 1 roof is necessary to <br />protect the existing Odor Control B!C Group equipment and to allow for reuse of the other <br />portions of the building following the demolition of the Thermal Conditioning Urrit No. 1 and <br />the vacuum filtration sludge dewatering equipment over the next three years; and <br />WHEREAS, the engineering firm of Metcalf & Eddy have already finalized the <br />professional design services for the rehabilitation of both segments of the LPOI roof and have <br />established the technical basis for the preparation of drawings and specifications of Bidding <br />Documents and Contract Documents on file; and <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Service be and is hereby authorized to <br />advertise for bids and to receive proposals for the rehabilitation of the Low Pressure Oxidation <br />
