<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2002 - 202 <br />BY: Council Member Nashar <br />A RESOLUTION URGING THE OHIO GENERAL ASSEMBLY TO ADOPT <br />HOIISE BILLS 280 AND 281 SO AS TO ESTABLISHA STATE-WIDE BAN ON <br />THE IISE OF HAND-HELD CELL UI.AR TELEPHONES WHILE DRIVING <br />MOTOR VEHICLES ON OHIO'S ROADS AND HIGHWA YS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, this Council, on January 15, 2002, acting upon local traffic safety concerns, <br />adopted Ordinance No. 2002-10, which continued the previous ban by the City on the use of <br />cellular phones while operating motor vehicles on the streets and roadways of North Olmsted; and <br />WHEREAS, this Council believes that the aforesaid local prohibition has enhanced the <br />safety of citizens in North Olmsted and enlightened many citizens to the dangers associated with <br />driving while using a cellular phone; and <br />WHEREAS, House Bills 280 and 281, which would establish a state-wide ban on the use <br />of hand-held phones in moving vehicles except to report emergencies on the roads and highways <br />of the State of Ohio, are presentlypending before the Ohio General Assembly; and <br />WHEREAS, this Council desires to urge the General Assembly to follow the developing <br />national trend and adopt Ohio House Bills 280 and 281 in order to promote safety on the roads <br />and highways of the State of Ohio, by banning the use of cellular phones in moving automobiles, <br />except to report an emergency; and <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Council hereby recommends, supports and encourages the Ohio <br />General Assembly to adopt House Bills 280 & 281, prohibiting the use of cellulax telephones <br />while driving motor vehicles, except to report emergencies, and to forward such legislation to <br />Governor Taft for signature into law. <br />
