CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2002-173 <br />BY: Mayor Musial <br />A RESOLUTION AUTHORIZING ME MAYOR OF THE CITY OF <br />NORTH OLMSTED TO ENTER INTO A NETWORK SERVICE <br />INTERNET EDITION AGREEMENT W'ITH THE REGIONAL <br />INCOME TAX AGENCY ("RITA") PROVIDING FOR THE CITY'S <br />FINANCE DEPARTMENT TO IfAVE "REAAONLY" ACCESS TO <br />TAXPAYER HISTORY, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Director of Finance, in the course of performing her duties as Income <br />Tax Administrator for the City, must, from time to time, obtain taxpayer history information; and <br />WHEREAS, the Regional Income Tax Agency ("RITA") can provide the City Finance <br />Department "read-only" access to taxpayer history information contained within its computer <br />network; and <br />WHEREAS, it is the desire of this Council, in order to enable the Directar of Finance, <br />and her staff, to more efficiently obtain taxpayer history information, to authorize the Mayor to <br />enter into an Agreement with RTTA to provide the Finance Department with such "read-only" <br />access to the taxpayer history information contained within RITA's computer network; and <br />WHEREAS, the Director of Law has reviewed the proposed Agreement, and has <br />approved the form and substance of the same; <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into a Network <br />Service Internet Edition Agreement with the Regional Income Tax Agency ("RITA"), in order to <br />provide the City Finance Department with "read-only" access to taxpayer record history, in <br />substantially the form and substance of the "Regional Income Tax Agency, RNS Internet Edition <br />Agreement" attached to this Resolution and marked as "Exhibit A." <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that it is necessary that this Resolution immediately go into effect so that the <br />Finanee Department can immediately utilize this service to improve tax collections and thereby <br />
