CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2002 -150 <br />By: Mayor Norman T. Musial <br />A RESOLUTION AUTHORIZING THE MAYOR TO ADVERTISE FOR <br />BIDS FOR THE NEW NORTH OLMSTED BRANCH LIBRARY <br />CONSTRUCTION CONTRACT AS DETAILED IN THE Pi.ANS AND <br />SPECIFICATIONS ON FILE IN THE OFFICE OF MAYOR, FURTHER <br />AUTHORIZING THE MAYOR TO CONTRACT FOR THE SAME, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, plans and specifications for construction required for the new North <br />Olmsted Branch Library are on file in the office of the Mayor, and <br />WHEREAS, the City's Construction Manager for the said project has prepared an official <br />project schedule for the City and the Cuyatzoga County Public Library demonstrating the need to <br />begin construction not later than January 2003 in order that the New North Olmsted Branch <br />Library may be constructed and ready for occupancy by February l, 2004; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to advertise for bids <br />for the construction and the Mayor, following approval of the Board of Control and the Cuyahoga <br />County Public Library, to enter into an Agreement with the lowest and best bidder; <br />NOW, THEREFORE, BE TT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NQRTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to advertise for bids utilizing <br />both the general contractor method of construction and the multiple contractor method for <br />construction for the New North Olmsted Branch Library Construction Contract in accordance <br />with the plans and specifications now on file in his office. <br />SECTION 2: That the Mayor, upon approval by the Board of Control and the written <br />concurrence of the Cuyahoga County Public Library, is hereby authorized to enter into a Contract <br />with the lowest and best bidder for a general contract or fur a component of construction for <br />multiple contractors in the amount not to exceed $5,800,000, in substantially the form of the <br />contract which is attached to this Resolution as Eachibit A. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further for <br />the reason that it is necessary that this Resolution go into effect immediately so that the timetable <br />for the construction of the new Library not be delayed, and further provided it receives the <br />affiimative vote of two-thirds of all members of Council, it sha11 take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />?
