CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2002-134 <br />By: Council Member Paul Miller <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON <br />COPELAND, DIRECTOR OF THE DEPARTMENT OF HUMAN <br />RESOURCES, TO PREPARE, AND THE MAYOR TO MAKE <br />APPLICATION, ON BEHALF OF THE <br />CITY OF NORTH OLMSTED FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR THE FISCAL <br />YEAR 2003 FOR TWO PROJECTS TITLED PROPERTYlFACILITY <br />IMPROVEMENTS FOR THE HORIZON ACTIVITIES CENTERS - <br />EARLY INTERVENTION CENTER AND AMERICANS WITH <br />DISABILITIES ACT IMPROVEMENTS TO THE FRONT ENTRANCE <br />OF NORTH OLMSTED CITY HALL, AND DECLARING AN <br />EMERGENCY <br />WHEREAS, this Council, after a public hearing conducted on July 24, 2002, has determined <br />that the City of North Olmsted qualifies for Community Development Block Grant funds; and <br />WHEREAS, this Council created a Citizens Advisory Committee for C.D.B.G. through <br />Resolution No. 2000-141; and <br />WHEREA5, the Citizens Advisory Committee submitted a report to this Council on August 26, <br />2002 recommending two project applications; and <br />WHEREAS, the City has designated the Property/Facility Improvements For The Horizon <br />Activities Centers - Early Intervention Center and Americans With Disabilities Act <br />Improvements To The Front Entrance Of North Olmsted City Hall eligible for funding through <br />the Community Development Block Grant program funded by the United States Department of <br />Housing and Urban Development and administered for the City of North Olmsted by the <br />Cuyahoga County Board of Commissioners; and <br />WHEREAS, said projects consist of applying for up to the nnaximum award of $150,000; and <br />WHEREAS, these projects will provide compliance with the Low and Moderate Income <br />national objective of C.D.B.G. funding by directing benefiting participants with <br />disabilities; and <br />WHEREA5, Horizon Activities Center/Special Children First will provide 21% of the total <br />project cost as the leverage requirement to apply for a funding amount in a range from $65,000 <br />up to a maximum of $100,000; and <br />WHEREAS, the City of North Olmsted will provide 21% of the total project cost as the <br />leverage requirement to apply for a funding amount not to exceed $15,000. <br />. . . . . .. . . . . . . .. ..... . ,..,,, .a ^N?TMTMea?h'xk?»w+w.h't? : . r,,;?.. n?.<5 . , ? .?.,.: .. .. .. . . . . ... . , . a. ,,. n , x ..., . .. .. . . .
