CITY OF NORTH OLMSTED <br />ORDINANCE NQ. 2002 -124 <br />BY: MAYOR NORMAN T. MUSIAL <br />AN OItDINANCE AMENDING CHAPTER 1317 OF THE BUILDING CODE <br />ENTITLED "REGISTRA TION AND LICENSING OF CONTRACTORS'; AS <br />TWICE AMENDED. <br />WHEREAS, it is the recommendation of the Mayor and of the Building <br />Commissioner that, in consideration of changes in Ohio Revised Code Section 715.27 <br />(ORC§715.27), amendments of North Olmsted Codified Chapter 1317 are necessary to <br />maintain consistency with statewide building regulations; and <br />WHEREAS, ORC § 715.27, as amended, compels the City to recognize the <br />validity of licenses issued by the State of Ohio to certain building contractors and also <br />purports to limit the regulatory authority of the City in regards to said state licensees, to <br />wit, the City Building Department would henceforth merely register, within certain <br />criteria, any building contractor licensed by the State of Ohio; and <br />WHEREAS, it is the desire of this Council, as an exercise of its powers of local <br />self-government and not in conflict with the mandate of ORC §715.27, based upon the <br />recommendations of the Building Commissioner and the Director of Law, to continue to <br />license certain building contractors in the event that no State license exists or applies to a <br />particular trade or field, to wit, the State of Ohio primarily licenses commercial <br />contractors and therefore the City would continue to license local residential contractors; <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That there be and hereby is created an amended Chapter 1317 of <br />the Building Code of the City of North Olmsted entitled "Registration and Licensing of <br />Contractors." Said amended Chapter 1317 shall be in form and substance as set forth in <br />Exhibit A, which displays and differentiates between the existing and proposed <br />regulations, and which is expressly incorporated by reference into this Ordinance as if <br />fully restated herein. <br />SECTION 2: That this Ordinance shall take effect and be in force from and after <br />the earliest period allowed by law. <br />
