Lighting of baildings, parking areas and waikways s6all be <br />done in such a manner as to prohibit light spiUage across prnperty boundary <br />lines and to shieid light sources so as not to create glare. A tighting plan <br />showing prnposed fiatures, tocations, and lumen levels, which shatl depict <br />zero foot candles at ail lot lines, shall be submitted with Detailed <br />Development Plans. <br />(g) Outdoor Sneak.ers Use of outside speakers, sound systems, or other noise <br />producing devices shall be prohibited. <br />(h) Acc M n n Access and internal traffic patterns for Miaed Use <br />District D developments shall be designed to direct trafIric to streets suitabte <br />and capable of handling the types and volumes of vehicular traffi'c projected <br />to be generated by the various proposed uses as shown on the Preliminary <br />Development Ptan. Traffic control devices and trffic safety improvements <br />shall be incorporated into t6e development plan as necessary and <br />appropriate to maintain traffic fiows and vehicular and pedestrian safety <br />within puWic rights-of-way. In accordance with this requirement, the <br />devetaper shall be required to su6mit to the City, at the time it submits its <br />preliminary land use plan, a deposit in an amount established by rule of the <br />Building 4fficial to be sufficient for the City to commission an independent <br />study by a traffic engineer to determine the traffic impnets which the <br />proposed de°velopment will have upon abutting streets and roads within the <br />City. <br />(i) Building Massinp.. To encourage the construction of buildings whose mass <br />and scale are compatibte with adjacent residentiat areas, no individual <br />building wit6in a Miaed Use D District shall accupy more than ten percent <br />(10%) of the buildable area of the development area. <br />(#)(j) Retail Uses. Retail buildings uses sha11 not occupy more than #wenty pef <br />ffty percent (50%) of <br />the gross floor area of any Miaed Use D District. <br />(k) Un n ' i i s. All utility services within the development <br />area shall be located entireiy underground in accordance with the standards <br />set forth in Chapter 929 of the City Utility Code. <br />
