Northeast Ohio Public Energy C cil Draft Natural Gas Plan of OpemA n and Governance <br />selected Supplier(s). <br />As agent for its members, NOPEC does not buy and resell natural gas, but <br />represents customer interests as a master purchasing agent to set the terms for natural gas <br />supply and service from a competitive Supplier(s). Through a negotiation process, <br />NOPEC develops a contract with a competitive Supplier for firm, all-requirements retail <br />natural gas supply service. The contract is expected to be for a fixed term (anticipated at <br />six years). NOPEC may contract with one or more suppliers to meet the needs of <br />participating customers in member communities. <br />2.3 Natural Gas Aggregation Program Funding <br />NOPEC offers member communities the opportunity to gain market leverage, <br />share resources, and reduce administrative and other costs for developing, implernenting <br />and providing oversight for the Natural Gas Aggregation Program. Funding for these <br />activities is anticipated to be provided by the selected Supplier(s) with an appropriate per <br />mcf N4PEC administrative fee to cover costs of the program. Such funds will be <br />collected by the Supplier and paid to NOPEC. In the event additional funding for <br />NQPEC is re4uired, each NOPEC member: may be assessed an annual fee pursuant to the <br />agreement establishing NOPEC. The funding will be utilized for all Natural Gas <br />,..Aggregation:Ptrogram Operations. At:.present, there are.no fees assessed<?by NOPEC upon <br />any member community. 2.4 Consumer Participation _ , . . . . <br /> <br />AnL,."eligible customer'.' shali be :a customer._that is,,,eligible t&-L;participa.te:,in::;a <br />governmental aggregation in accordance with sections 4929.26 and 4929.27 of the Ohio <br />Revised Code and Rule 4901:1-2$-01 of the Ohio Administrarive Code, Eligible <br />customers shail be notified of the Natural Gas Aggregation Program and terms and <br />conditions of participation prior to initiation of services and be provided an opportunity to <br />"opt-out" at no cost during a 21 day period specified in the terms and conditions of the <br />Supply Contract(s). (See section 2.4.1 below for details of the norification and opt-out <br />process.) During this 21 day period customers may choose another competing supplier, or <br />standard offer service from their local distribution company. Participating customers wi11 <br />be given the opportunity every two years after the initiation of service to opt-out. <br />Participating customers who choose to opt-out of the Natural Gas Aggregation Program <br />after the initial 21 day period, but prior to the next two-year opt-out opportunity, may face <br />an exit charge which will be described in the opt-out notificarion. Consumers who <br />relocate to a NOPEC member community (including those who move from a member <br />community) and are new gas customers may participate in the program at the existing <br />price and terms offered for that customer class, or other terms specified under the Supply <br />Contract. Such new gas customer can also choose to opt-out of the Natural Gas <br />Aggregation Program at no charge during the initia121 day period after the relocation and <br />at subsequent opt-out periods every two years. <br />COL 281320.2 <br />76I30/16064 <br />7
