CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2002 -104 <br />BY: Mayor Musial <br />AN ORDINANCE AMENDING CHAPTER 177 OF THE CITY <br />ADMINISTRATIVE CODE ENTITLED "COMMUNITY ACCESS," <br />IN ORDER TO ESTABLISH NONPUBLIC FORUMS, PERMITTING <br />COMMUNITY ORGANIZATIONS TO ACCESS THE CITY HALL <br />WEB SITE FOR THE PURPOSE OF POSITIVELY PROMOTING <br />THE WELFARE AND DEVELOPMENT OF NORTH OLMSTED, <br />AND FURTHER TO ALLOW ACCESS TO TWO SPECIFIC <br />CHANGEABLE COPY SIGNS OWNED AND OPERATED BY THE <br />CITY FOR THE PURPOSE OF ANNOUNCING COMMUNITY <br />EVENTS, AND DECLARING AN EMERGENCY, AS AMENAED. <br />WHEREAS, the City of North Olmsted owns two large signs with changeable <br />copy, and maintains a site on the world wide web; and <br />WHEREAS, it is the desire of this Council to establish regulations governing <br />access to these media by community organizations; and <br />WHEREAS, it is the intention of the Council in providing access to these media <br />to create nonpublic forums; and <br />WHEREAS, it is the desire of this Council to act consistently with the First <br />Amendment to the United States Constitution; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />1 <br />,
