177 09 NON-ENDURSEMENT POLICY OF CITY. <br />A decision to a11ow a communitX organization to announce an event, or to a11ow a <br />link to the Cit,y's web site, should not be construed as an imvlied endorsement bv <br />the City of the aims„s;aals or activities of the organization represented; nor <br />should such decision be construed as iWlving a preference for that organization <br />over other organizations of the sa.me type Furthermore, the absence of an <br />announcement or link by an organization of a type otherwise represented should <br />not be construed b iy tselfas evidence of a denial of access to that organization. <br />SECTION 2: That any Ordinance, or any part of any Ordinance, inconsistent or <br />in conflict with this Ordinance is, to the extent of any such inconsistency or conflict, <br />hereby repealed. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessazy for the preservation of the public health, safety and welfare, and for <br />the further reason that it is necessary for this Ordinance to go into effect immediately to <br />insure that continued access to the City's changeable copy signs and website is conducted in <br />strict compliance with the First AmendmeYrt to the United States Constitution, and further <br />provided that it receives the affirmative vote of two-thirds of all members of Council, it shall <br />take effect and be in force immediately upon its passage and approval by the Mayor. <br />PASSED: ?-oo a First Reading: <br />Secortd Reading: 3 G ? <br />Third Reading: ??--? <br />Committee: <br />ATTTEST.• <br />-vr-vLe--,.-? <br />BARBARA L.
