any inegularity or defect therein, the application shall be denied for failure to <br />conform to these regulations. <br />(e) Applications shatl be acted upon by the Mayor's designee, in writing, within <br />ten (10) working days following the date of filing of the application. Applications <br />shall be routinely granted, and may not be denied by the Mayor's designee, unless <br />the applica.tion, or the proposed announcement, fails to conform to at least one <br />express provision of this Chapter. Decisions denying an application shall be <br />mailed to the applicant by certified mail, return receipt requested. No application <br />shall be denied unless the reason for denial has first been reviewed by the Director <br />of Law. <br />177.04 CONTENT REGULATIONS FOR SIGNS AND BANNERS. <br />The City is establishing a nonpublic forum in the airspace above the City right-of- <br />way at the location described in Section 177.01(a)(1) and with regard to the two <br />changeable copv signs as described in Section 177.01(a)(2) and (3). Only the <br />announcement of community events by community organizations is permitted in <br />such nonpublic forums. Accordingly, any proposed message must be a single <br />event announcement. The City will publish only the date, time, and location of <br />such an event open to the public, along with the title of the event, so long as the <br />title fits within the number and size of characters available on a banner as defined <br />below in Section 177.06 . Applications containing titles that are too lengthy will <br />be denied. No title will be edited by City personnel. Exclusionary criteria for <br />evaluating community announcements may include, but not be limited to, the <br />following: <br />(1) No announcements communicating events sponsored by a business- <br />for-profit. <br />(2) No announcements communicating events for organizations whose <br />primaU UUrpose is to disparage or promote any person or class of <br />persons,particularly with regaxd to race, e? nder, national ori ig; n <br />relig;ion economic status handicap.ped status, or sexual orientation. <br />177.05 CONTENT REGULATIONS FOR CITY HALL WEB SITE. <br />(a) The City is establishing a noWublic forum with regard to the Citv's web <br />site as described in Section 177 O1(a)(4) Exclusionary criteria for evaluatin? <br />internet sites may include, but not be limited to, the following: <br />(1) No links to any organization whose primary purpose is business- <br />for-profit. <br />(2) No or,ganizations Qromoting tourism outside the Citv of North <br />Olmsted (Exceptions may be made for state-wide tourism <br />organizations whose internet sites include North Olmsted among other <br />content. <br />(3) No links to sites that offend community standazds of decencv. <br />Links will not be granted to internet sites containing; textual or <br />graphical content that a.,pveals nrimarilY toprurient se?al interests or <br />is obscene, or porno?ra.phic. <br />8 <br />
