Ordiuance No. 2002-52 <br />plates ar removable windshietd placard or temporary removable windshield placard issued under <br />section 4503.41 or 4503.44 of the Revised Code, and also mean any substantially similar license <br />plates or removabie windshield placard or temporary removable windshield placard issued by a state, <br />district, country, or sovereignty. <br />SECTION 3: That Section 1 of Ordinance Number 2001-127, which presently rea+ds as <br />follows: <br />"SEC170N 1: That there is hereby establisheii a separate Special Reve,nue Fund, entitled <br />the "Senior Assistance Fund," for fines collected from violations of the City's <br />Handica.pped Parking Ordinances, presently codified at Sections 3 51.04( fl of the City's <br />Traffic Code. The Director of Finance is hereby directed ta receive and pay uito said <br />separate fimd all fines and costs received by the City as a result of the disposition of traffic <br />cita#ions issued by police officers for violations of said Sedion 351.04(f) of the Traffic <br />Code, including fines and casts received as a result of law enforcemern action under the <br />City's STOP program. Said funds so received irno the separate fund may be expended <br />onty by the Director of the Department of Human Resources for the purpose of providing <br />emwge,ncy assistance to semor citiz.ens who are residects of the City of North Ohnsted and <br />who qualify far assistance under the federaally published Heahh and Htunan Services <br />guidelines used by the Deparanent of Human Resowces." <br />be amended, and, as amended, shall read in its ernirety as follows: <br />SECTION 1: Thai there is hereby established a separate Special Revenue Fund, entitled <br />the "Semor Assistance Fund," for fines collected from violations of the City's <br />Handicapped Parking Ordinance, presently codified at Sections 351.20(bxl)ofthe City's <br />Traffic Code. Said funds so received imo the separate fwid may be expended <br />onty by the Director of the Departmet of Human Re.sources for the putpose of provid'mg <br />emergency assistance to senior citizem who are residents ofthe City ofNorth Olmsted and <br />who qualify for assistance unde.r the federally published Heatth and Human Services <br />guidefines used by the Department of Human Resources." <br />SECTION 4: That any Ordinance, or part of any Ordinance, in conflict or inconsistent with <br />any provision of this Ordinance is, to the extent of any such conflict or inconsistency, repealed. <br />SECTION 5: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the further <br />reasvn that it is necessary that this legislation go urto effect immediately so tha.t there will be no gap <br />in the enforcement of the City's handicapped parking laws; and further provided it receives the <br />affirmative vote of two-thirds of all members of Council, it shail take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />6 <br />
