Resolution 2008-165 SECTION 1: That the Director of Public Service be and he hereby is authorized to solicit Statements of Qualifications ("SOQs") from professional engineering firms qualified to serve as the City's Division of Engineering and to provide professional engineering services to the Director of Public Service in accordance with the Request for Qualifications ("RFQ") prepared by the Director of Public Service. A copy of the said Request for Qualifications ("RFQ") is attached to this legislation as Exhibit A. SECTION 2: That the Mayor be and he hereby is authorized, upon approval of the Board of Control, to negotiate and enter into a personal services contract with the professional engineering firm selected in the RFQ process. Said personal services contract shall be in form and in substance consistent with the RFQ documents attached to this legislation, and approved by the Mayor, the Director of Law, and the Board of Control. SECTION 3: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this legislation go into effect immediately because the RFQ process must be initiated immediately in order that the selection process be completed and a new contract entered into no later than by February 27, 2009 when the current contract expires, and further provided that it receives the affirmative vote of at least two-thirds of the members of this Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
