CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2008 - 119 <br />By: Mayor O'Grady and Council Members Kearney, Mahoney, Barker, Orlowski, Dailey Jones, <br />Ryan, and Gareau <br />A RESOL UTION IN SUPPORT OF RED RIBBON MONTH IN OCTOBER WHICH <br />FOCUSES PARENTS, EDUCATORS AND COMMUNITY MEMBERS ON <br />ALCOHOL AND DRUG PREVENTION AND IS A CALL TO ACTION TO <br />STUDENTS TO SAYING "NO" TO DRUGS AND ALCOHOL AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, Red Ribbon Month is an alcohol, tobacco and drug prevention awareness carnpaign <br />observed annually in the month of October; and <br />WHEREAS, Red Ribbon Week is historically the last full week in October; and <br />WHEREAS, the message of combating drug and alcohol abuse is often symbolized by the <br />wearing of red ribbons or decorating communities with them; and <br />WHEREAS, the annual Red Ribbon Celebration is considered the most far-reaching and well- <br />known drug and alcohol prevention awareness campaign in the United States; and <br />WHEREAS, the National Family Partnership estimates that over 80 million Americans <br />participate in Red Ribbon month annually; and <br />WHEREAS, it is the desire of this Council to support Red Ribbon Month in October to enable <br />the City to focus parents, educators and community members on alcohol and drug prevention. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council, on behalf of all the residents of North Olmsted, supports Red <br />Ribbon Month and Red Ribbon Week, and encourages all members of the Narth Olmsted community and <br />in particular parents and educators, to focus on the prevention of alcohol and drug abuse, especially by <br />students. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately <br />necessary for the preservation of the public health, safety and welfare, and further for the reason that it is <br />necessary that this Resolution go into effect immediately due to timeliness; and further provided it <br />receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor.
