.? ? <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2008 - 39 <br />By: Mayor O'Grady <br />A RESOLUTION SUPPORTING HOUSE BILL 320 REQUIRING BOOSTER <br />SEATS FOR CHILDREN TOO SMALL FOR SAFETY BELTS. <br />WHEREAS, on September 20, 2007, the 127th General Assembly of the State of Ohio <br />introduced House Bi11320; and <br />WHEREAS, this bill calls for all children under the age of eight or smaller than 4'9" in <br />height to be restrained in a appropriate car seat or booster seat; and <br />WHEREAS, motor vehicle crashes are the leading cause of death among children in <br />Ohio and one of the top causes of non-fatal injuries; and <br />WHEREAS, seat belts, which are designed to fit adults, do not fit young children <br />appropriately and can cause severe injury to soft tissue and organs in the abdominal region, <br />spinal injuries, and head and neck injuries; and <br />WHEREAS, studies in peer-reviewed medical journals have shown that booster seats are <br />effective in reducing the risk of injury in children under eight years old; and <br />WHEREAS, the State of Ohio would receive additional federal funding to promote and <br />distribute booster seats by passing this bill; and <br />WHEREAS, we feel obligated to protect our children from unnecessary harm. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the City of North Olmsted, on behalf of its citizens, declare our <br />support for House Bill 320, which would improve the safety of children too big for car seats but <br />too small for safety belts, and urge its passing by members of the Ohio General Assembly. <br />SECTION 2: That a fully attested copy of this resolution shall be sent to Governor Ted <br />Strickland, Speaker of the House Jon Husted, Ohio 16`h District Representative Jennifer Brady, <br />and House Bill 320 sponsor, Assistant Majority Whip Representative Shannon Jones. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately due to <br />the fact that House Bi11320 is currently pending before the Ohio General Assembly. <br />
