<br />Ordinance No. 2008-70 <br />electors of the City of North Olmsted at municipal election to be held at the usual places of <br />voting in the City on Tuesday, November 4, 2008: <br />That Article IV, Sections 3 and 9 of the Charter be amended as follows to provide <br />additional powers and duties to the President of Council: <br />"SEC. 3. PRESIDENT OF COUNCIL. <br />(a) Separate Office. The President of Council shall be elected by the voters. <br />Candidates for such office shall file specifically for the office in accordance with the <br />provisions of the Charter. <br />(b) Duties. The President of Council shall preside at all regular and special <br />meetings of Council, but he shall have no vote therein except in the event of a tie. <br />also be charged with making all anoointments to the <br />. Whenever the office of President of Council becomes <br />vacant, the vacancy shall be filled by appointment by majority vote of the members of Council <br />eligible to vote, to serve for the unexpired term or until the election of a successor for the <br />unexpired term at the next regular municipal election provided that (a) such election shall <br />occur more than two years prior to the expiration of the unexpired term and (b) the vacancy <br />shall have occurred not less than thirty (30) days prior to the candidate filing deadline for said <br />next regular municipal election. If Council fails to fill said vacancy within thirty (30) days, <br />the Mayor shall appoint a President of Council to fill said vacancy. <br />SEC. 9. RULES AND JOURNAL OF COUNCIL. <br />Council shall adopt its own rules, regulations or by-laws and shall keep a Journal of all <br />its proceedings.
