ARTICLE 23 <br />LAYOFF/RECALL <br />23.1 When a layoff is necessary due to lack of funds or lack of work, the Employer <br />shall notify the affected employees in writing at least fourteen (14) days in advance of the <br />effective date of layoff. <br />23.2 The employee with the least departrnental seniority will be the first laid off. <br />23.3 Bazgaining unit members shall remain on a lay off list for two 2 yeazs. The City <br />sha11 reca11 from that list in the reverse order in which the members were laid off before hiring <br />anyone else. <br />23.4 Notice of recall shall be serit to the employee(s) by registered mail, with a copy to <br />the FOP/OLCI. The Employer shall be deemed to have fulfilled its obligation by mailing the <br />recali notice by registered mail. The notification of the intent to retum to work must be <br />communicated to the Chief of Police within fourteen (14) days of receipt of notice as aforesaid. <br />34 <br />
