CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2000-138 <br />BY: MAYOR NORMAN T. MUSIAL <br />AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO <br />ENTER INTO NEGOTIATIONS FOR POSSIBLE PURCHASE OF THE LEASED <br />PORTABLE, COMPLETE DEWATERING CENTRIFUGE SYSTEM FOR THE <br />WASTEWATER TREATMENT PLANT, WITHOUT PUBLIC BIDDING. <br />WHEREAS, Ordinance 2000-99 authorized the Director of Public Service on July <br />18, 2000 to enter into a three month lease agreement with P&H Senesac, Inc. for a <br />temporary and portable, complete dewatering centrifuge system at the Wastewater <br />Treatment Plant for assessing the odor emission benefits, the operating costs and the <br />effect of such a system on the performance of the plant, and <br />WHEREAS, the August 2000 lease agreement between the City of North Olmsted <br />and P&H Senesac, Inc. will expire on November 9, 2000, and <br />W-BEREAS, the City of North Olmsted has received a quotation from P&H <br />Senesac, Inc. to continue the terms and conditions of the August 20001ease agreement <br />for an additional three month period; and <br />W-BEREAS, the offsite odors have been greatly reduced due solely to the <br />operation of the portable, complete dewatering centrifuge system at the Wastewater <br />Treatment Plant since August 9, 2000; and <br />WHEREAS, the portable, complete dewatering centrifuge system at the <br />Wastewater Treatment Plant has been producing biosolids consistent with the criteria that <br />would be required for a permanent installation; and <br />WHEREAS, the lease cost is being partially offset during the first two months of <br />the August ZOOO lease agreement by specifically identifiable reductions in the total <br />operating costs of the Wastewater Treatment Plant; and <br />WHEREAS, the design of yard piping and Sludge Loadout Building (SLB) <br />modifications has been completed in order to house and support the operation of a <br />complete high speed, high solids, solid bowl dewatering centrifuge system; and <br />WHEREAS, P&H Senesac, Inc. has submitted a proposal to the City of North <br />Olmsted for the direct purchase of the leased complete dewatering centrifuge system and <br />certain appurtenances for the Wastewater Treatment Plant in February 2001 and for the <br />continued lease of the P&H Senesac, Inc. trailer and necessary support facilities through <br />the end of March 2001; and <br />
