CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2000 - 99 <br />BY: Mayor Norman T. Musial <br />AN ORDINANCE AUTHORIZING THE DIltECTOR OF PUBLIC SERVICE <br />TO OBTAIN A SHORT-TERM LEASE AGREEMENT FOR A DEWATERING <br />CENTRIFUGE FOR THE WASTE WATER TREATMENT PLANT, WITHOUT <br />PUBLIC BIDDING, AND DECLARING AN EMERGENCY. <br />WHEREAS, recent evaluation by the City of North Olmsted has determined that <br />the change in operation to a biological selection process has placed additional demand on <br />the aging thermal conditioning/vacuum filtration process and is generating more off-site <br />odors, necessitating the immediate acquisition of dewatering centrifuge equipment, and <br />WHEREAS, because P&H Senesac, Inc. has submitted a quote for the anticipated <br />lease of dewatering centrifuge equipment, no savings is anticipated by public bidding due <br />to costs of preparing additional plans and specifications and advertising, and <br />WHEREAS, the aforesaid problem has reached such a state that the public <br />bidding and the time associated therewith would be too time consuming to meet the City's <br />obligation to protect the public health, safety and welfare, and <br />WHEREAS, upon the recommendation of the Director of Public Service, this <br />Council deems it an emergency sufficient in magnitude to forego public bidding on said <br />project in order to protect the public health, safety and welfare of the residents of the City. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCII, OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Service, having obtained the attached quote for <br />said lease, be and is hereby authorized to have P&H Senesac, Inc. lease a dewatering <br />centrifuge to the City for the waste water treatment plant. In any event, the cost for said <br />lease shall not exceed one hundred twenty-one thousand dollars ($121,000.00). Upon <br />approval by the Board of Control, the Mayor be and is hereby authorized and directed to <br />enter into a Contract for same. <br />
