CITY OF NORTH OLMSTED ORDINANCE NO. 2000 - 99 BY: Mayor Norman T. Musial AN ORDINANCE AUTHORIZING THE DIltECTOR OF PUBLIC SERVICE TO OBTAIN A SHORT-TERM LEASE AGREEMENT FOR A DEWATERING CENTRIFUGE FOR THE WASTE WATER TREATMENT PLANT, WITHOUT PUBLIC BIDDING, AND DECLARING AN EMERGENCY. WHEREAS, recent evaluation by the City of North Olmsted has determined that the change in operation to a biological selection process has placed additional demand on the aging thermal conditioning/vacuum filtration process and is generating more off-site odors, necessitating the immediate acquisition of dewatering centrifuge equipment, and WHEREAS, because P&H Senesac, Inc. has submitted a quote for the anticipated lease of dewatering centrifuge equipment, no savings is anticipated by public bidding due to costs of preparing additional plans and specifications and advertising, and WHEREAS, the aforesaid problem has reached such a state that the public bidding and the time associated therewith would be too time consuming to meet the City's obligation to protect the public health, safety and welfare, and WHEREAS, upon the recommendation of the Director of Public Service, this Council deems it an emergency sufficient in magnitude to forego public bidding on said project in order to protect the public health, safety and welfare of the residents of the City. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCII, OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Director of Public Service, having obtained the attached quote for said lease, be and is hereby authorized to have P&H Senesac, Inc. lease a dewatering centrifuge to the City for the waste water treatment plant. In any event, the cost for said lease shall not exceed one hundred twenty-one thousand dollars ($121,000.00). Upon approval by the Board of Control, the Mayor be and is hereby authorized and directed to enter into a Contract for same.
