4 'Similar Projecf Experience 6-3 <br />pumps. The pumping station and pipeline hydraulic design factors were confirmed through <br />comprehensive pumping tests conducted in a model pipeline system developed for the project. <br />The control system at Point Loma consists of four DPUs, two workstations, and a fiber-optic <br />data highway. Although M&E designed the pump station for stand-alone operation, the control <br />system was designed to interface with a new plant-wide control system with more than 1,500 <br />input-output points. <br />Air Quality and Odor Control <br />M&E conducted a study of air quality and odor control as part of the design of the sludge <br />processing facilities and is providing consulting services to support engineering design and to <br />demonstrate compliance with the project goals and applicable air quality regulatory <br />requirements. Air quality work performed by M&E has included the following: <br />? Conducting ambient air monitoring within a two-mile radius of the project site <br />? Preparing a facility emissions inventory for criteria and toxic air pollutants <br />? Preparing controlled and uncontrolled odor emission estimates for facility <br />processes <br />? Conducting air quality impact analyses screening and refined modeling for criteria <br />pollutants <br />? Conducting odor dispersion modeling to estimate odor impacts at the facility <br />boundary and working with the design team to optimize the control equipment <br />selection process <br />? Developing a regulatory framework, including new source review and 1990 Clean <br />Air Act Amendments, and evaluating Title V impacts <br />? Preparing the air permit application and supporting documentation, including the <br />air quality impact analyses and health risk assessment <br />M&E has prepared air quality pernut applications and support documents and will direct the <br />permit process through regulatory review, project construction, and start-up and operations. <br />DeKalb County, Georgia <br />Metcalf & Eddy conducted a study, developed recommendations, and prepared a conceptual <br />design for increasing the capacity of the Scott Candler water treatment plant in DeKalb County, <br />Georgia. <br />
