<br />? <br />, <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2000-23 <br />BY: COUNCILMEMBERS GAREAU AND NASHAR <br /> <br />AN ORDINANCE CREATING NEW CHAPTER 719 OF THE BUSINESS <br />REGULATION CODE OF THE CITY OF NORTH OLMSTED, ENTITLED "HOME <br />AND GARAGE SALES, " FOR THE PURPOSE OF REGULATING GARAGE SALES, <br />AND OTHER SIMILAR SALES IN RESIDENTIAL NEIGHBORHOODS, AND <br />DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, this Council has received complaints from a number of residents of the City <br />concerning the conduct of other residents relating to garage sales which have disturbed the peace and <br />quiet of residential neighborhoods and/or caused traffic problems; and <br />WHEREAS, this Council has reviewed home and garage sales regulations adopted by <br />surrounding Cuyahoga County communities, including the Cities of Rocky River, Fairview Park, <br />Westlake, Strongsville, and Brook Park ; and <br />WHEREAS, this Council finds that unregulated home and garage sales may, if held by <br />home owners on numerous occasions or for prolonged periods of time, disturb the peace and quiet <br />reasonably expected in residential neighborhoods, and, if located on well-traveled streets in the <br />City, may also pose traffic safety problems, all contrary to the health, safety and welfare of the <br />community; and <br />WHEREAS, this Council believes that adding attached new Chapter 719 to the Business <br />Regulation Code of the City will substantially further the City's legitimate interests in promoting <br />the health, safety and welfare of the community without unreasonably interfering with the property <br />interests of affected property owners in the City; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />
