" SECTION 2: That any Ordinance, or parts of Ordinances, including Ordinance No. 86-50, which are in conflict or inconsistent with the provisions of this Ordinance are, to the extent of any such inconsistency or conflict, expressly repealed. SECTION 3: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately necessary to adopt this legislation prior to the end of 1999 in order that the new compensation rates for part-time employees in the Parks and Recreation Department are in place by January 1, 2000; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor. 2
