CITY OF NORTH OLMSTED <br />RESOLUTION NO. 99 - 137 <br />BY: Mavor Norman Musial <br />A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT AND <br />SEEK FINANCIAL ASSISTANCE FROM THE UNITED STATES <br />ENVIItONMENTAL PROTECTION AGENCY UNDER THE <br />SUSTAINABLE DEVELOPMENT CHALLENGE GRANT PROGRAM <br />FOR FUNDING OF THE SPRINGVALE STORM DRAINAGE <br />RETENTION/WETLANDS PROJECT STUDY, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, The City desires to develop a multi-faceted drainage project to eventually be <br />constructed on the City-owned Springvale Golf Course site; and <br />WHEREAS, it is necessary to conduct a study which will include consultation and review <br />partnering efforts by the Ohio Environmental Protection Agency, the Ohio Department of Natural <br />Resources and the Cleveland Metro Parks in the areas of water quality, fisheries, recreational use, <br />golf course retention basins creation and maintenance, wetlands creation and maintenance, golf <br />course irrigation via stormwater, urbanized area hydraulics and erosion control and mitigation of <br />adverse storm drainage impacts, all in accordance with the United States Clean Water Act, the <br />State of Ohio Antidegradation Policy, the State of Ohio Rocky River Basin water quality program <br />and the goals of the Cleveland Metro Parks; and <br />WHEREAS, the City of North Olmsted has conducted a needs assessment and has <br />determined that it is necessary to submit an application for financial assistance for the Springvale <br />Storm Drainage Retention/Wetlands Project Study in order for the multi-faceted drainage project <br />to comply with the requirements of the various agencies having jurisdiction. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COLTNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: The Mayor is hereby authorized to submit and apply to the United States <br />Environmental Protection Agency under the Sustainable Development Challenge Grant for <br />financial assistance for the Springvale Storm Drainage Retention/Wetlands Project Study. <br />SECTION 2: The Mayor is further authorized to enter into any agreements as may be <br />necessary and appropriate for obtaining this financial assistance, and approved as to form by the <br />City Law Director, in accordance with all authority granted and limitations upon by the City <br />Director of Finance. <br />
