. ? <br />.r <br />CITYOFNORTSOLMSTED <br />ORDINANCE NO. 99-107 <br />BY COUNCILWOMANKASLFR, MAYOR MiISlAL AAD TBE ENTIRE COUNCIL <br />AN ORDINANCE CREA.TING A SAFE T1eAFFIC ORIENTED <br />POLICVVG ("STOP') U1VIT IN THE CITY OF NORTH <br />OLMSTED POLICE DEPARTMENT AAD ESTABLISHING A <br />SPEC,L4L REVENUE FUND FOR TSE PAYAIEIVT OF <br />COMPENSATION TO.MFMBERS OF TSE "STOP" U1VIT, AAD <br />DECLARINGANEMERGENCYASAMEMED. <br />Wi7F.ZE,4S, street safety in residential neighborhoods of the City of North Olmsted is a <br />paramount concern of this Council> ana <br />WHEREAS, present budget and manpower resources provide the North Olmsted police <br />department with the ability to patrol residential neighborhoods, insuring both traffic safety and <br />resident safety in those neighborhoods; and <br />NIZERF,4S, additional police presence would increase the ability of' the North Olmsted <br />police department to further address the enforcement of traffic laws which directly relate to <br />neig,hborhood safety; and <br />yTTFTF.RF.,4s, this Council reaffirms its support of the police department's continuing <br />efforts to improve enforcement of traffic laws, police response time to crime, police presence on <br />the street, and crime fighting in general; <br />NOW, 7'NF.'RF.FORE, BE II' ORDAINED BY .THE COUNCIL OF TSE CITY OF <br />NORTS OLMSTED, CUYAHOGA COUNTY, AAD STATE OF OBIO: <br />L. That the Chief of Police hereby is directed and authorized to create a special <br />unit in the police department designated as the Safe Traffic Oriented Policing ("STOP") unit. The <br />Chief shall assign to this unit police officers who are willing to work additional hours prior to the <br />start of their shift, at the end of their shift, or on their days off, to patrol residential and other <br />streets in the City primarily for the purpose of enforcing traffic laws and deterring violations of <br />traffic laws which relate to street safety. <br />SECTION 2: That there is hereby established a separate Special Revenue Fund for the <br />Safe Traffic Oriented Policing ("STOP") program. The Director of Finance is hereby directed to <br />receive and pay into said separate fund all fines and costs received by the City from Rocky River <br />Municipal Court as a result of the disposition of traffic citations issued by police officers while on <br />STOP duty. Said funds so received into the separate fund may be expended only for payment of <br />compensation to police officers for STOP duty and for police equipment used in the STOP <br />program. <br />?
