) <br />?`? ? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 99-83 <br />BY: COUNCILMAN MICHAEL GAREAU, JR. <br />AN ORDINANCE PROVIDING FOR THE AMENDMENT OF <br />THE ZONE MAP OF THE CITY OF NORTH OLMSTED BY <br />CHANGING THE HEREINAFTER DESCRIBED PARCELS OF <br />REAL PROPERTY LOCATED ON DEWEY ROAD, NORTH OF <br />LORAIN ROAD, FROM SINGLE FAMILY RESIDENCE <br />DISTRICT TO GENERAL RETAIL BUSINESS DISTRICT. <br />WHEREAS, certain real property located on Dewey Road, north of Lorain Road, <br />consisting of Permanent Parcel Numbers 232-10-023, 232-10-024 and 232-10-025, and further <br />identified by the Legal Description marked Exhibit A and the Map marked Exhibit B, each of <br />which is attached to this Ordinance and made a part hereof, is presently zoned for single family <br />residence use; and <br />WHEREAS, it is the desire of this Council to rezone said three (3) parcels of land to <br />general retail business use so that the owner of the parcels can use them as a buffer and parking <br />area in conjunction with the comprehensive redevelopment of his existing automobile dealership; <br />and <br />WHEREAS, this Council has determined that the said proposed rezoning, while not <br />consistent with the recommendations of the City's 1992 Master Plan for this area of the City, <br />nevertheless will clearly provide inducement for good and sound redevelopment of this retail <br />neighborhood of the City and will in fact promote the health, welfare and safety of the residents <br />living in this area of this City; and <br />WHEREAS, this Council has further determined that, in light of the fact that all of the <br />properties immediately abounding these parcels to the west, east and south are already zoned and <br />developed for general retail business use, it is neither good municipal planning nor fair to the <br />property rights of the owner to retain the present single family zoning classification for these <br />parcels; and <br />i
