<br /> <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 99-47 <br />BY: COUNCILMAN O'GRADY <br />A RESOLUTION TO PETITION THE HOUSE WAYS AND MEANS COMMITTEE <br />OF THE STATE GENERAL ASSEMBL Y TO ASK FOR ITS AFFIRMATIVE VOTE <br />IN SUPPORT OF HOMESTEAD EXEMPTION REFORM AS EMBODIED IN HB <br />56. <br />N'HEREAS, our citizens who are age 65 and over and those who are prevented from <br />working due to a permanent disability are especially vulnerable to the pressures of economic <br />inflation; and <br />WHEREAS, the age 65 and over and work disabled population of Cuyahoga County <br />totals more than 300,000 people, the vast majority of whom live on limited fixed retirement <br />incomes; and <br />WHEREAS, Ohio voted real property taxes have increased 88.5% which is well beyond <br />the growth of personal income during the decade ending 1998; and <br />WHEREAS, the inflation rate over the last ten year period increased 49% in Ohio, but <br />eligibility rules for the Homestead Exemption have remained constant since the reform of 1995; <br />and <br />WHEREAS, an additional 12,920 households in Cuyahoga County alone, will have an <br />opportunity to benefit from what for many is an onerous real property tax burden if the <br />Homestead Exemption eligibility ceiling is raised to $25,000; and <br />WHEREAS, Representative Dale Miller has taken the initiative by sponsoring House Bill <br />56 requesting funding in the 2000-2001 Ohio biennial budget proposal to implement and increase <br />the income eligibility ceiling from $20,800 to $25,000 with corresponding adjustments to the <br />intermediate brackets; and <br />WHEREAS, House Bi1156, which incorporates the expansion of Homestead benefits for <br />retirement age and disabled property owners, accepts and embraces cost of living adjustments that <br />provide the most comprehensive protection against inflation; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />i
