Musial <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO <br />TEMPORARILY ADVANCE $300,000 OF UNAPPROPRIATED FUNDS AVAII..ABLE <br />IN THE GENERAL FUND TO APPROPRIATE TO THE CAPITAL IMPROVEMENT <br />FUND FOR THE PURPOSE OF ENTERING INTO A CONTRACT FOR HVAC, <br />LIGHTING AND PAINTING IMPROVEMENTS AT THE RECREATION CENTER <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, it is the intent of the Administration and Council of the City of North <br />Olmsted to complete various improvements to the ice rink area at the Recreation Center during <br />the construction season of 1999, and <br />WHEREAS, the project will require several weeks for the preparation and approval of <br />shop drawings and fabrication of equipment that is part of this project, and <br />WHEREAS, because of the urgency to complete the project and the time necessary for all <br />phases of the work to occur; it is necessary to advance funds in order to begin this project on a <br />timely basis, and <br />WHEREAS, The Director of Finance cannot legally sign the contract documents until the <br />necessary funds are hereby certified to meet the contract expenditure and have been lawfully <br />appropriated. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCII, OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Finance be and he is hereby authorized to temporarily <br />advance $300,000 of unappropriated funds available in the general fund to appropriate to the <br />capital improvement fund for the purpose of entering into a contract for HVAC, lighting and <br />painting improvements at the Recreation Center. These funds, temporarily advanced, shall be <br />repaid when the note borrowing is completed at a later date in 1999. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />provided it receives the affirmative vote of two-thirds of all members of Council, it shall take <br />effect and be in force immediately upon its passage and approval by the Mayor. <br />
