?,. <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 99-10 <br />BY: THE MAYOR AND THE ENTIRE COUNCIL <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE <br />ELECTORS OF THE CITY OF NORTH OLMSTED OF AN <br />AMENDMENT TO ARTICLE X(INITIATIVE, REFERENDUM <br />AND RECALL) OF THE CHARTER OF THE CITY OF NORTH <br />OLMSTED TO REQUIRE THAT EVERY IMTIATIVE OR <br />REFERENDUM MEASURE ON TBE BALLOT 1NVOLVING'TI-E <br />REZ4NIlVG OF ANY PARCEL OR PARCELS OF LAND 1N THE <br />CITY BE APPROVED BY A MAJORITY OF THE CITY-WIDE <br />VOTE AND BY A MAJORITY OF THE VOTERS RESIDING 1N <br />THE WARD OR WARDS OF THE CITY WHERE ANY PART OF <br />THE PARCEL OR PARCELS ARE LOCATED. <br />BE IT ORDAINED by the Council of the City of North Qlmsted, County of <br />Cuyahoga, Ohio, two-thirds of all members concurring that: <br />SECTION 1. Pursuant to Article XVIII, Section 9 of the Ohio Constitution, and <br />Article XII of the Charter af the City of North Olmsted, this Council authorizes and directs that the <br />following proposal to amend the Charter of the City of North Olmsted be submitted to the electors <br />of the City of North Olmsted at an election to be held at the usual places of voting in the City on <br />Tuesday, May 4, 1999: <br />That Article X of the Charter be amended by adding a new Section 5, entitled <br />"REQUIRED WARD APPROVAL," which shall read as follows: <br />Article X <br />IMTIATIVE, REFERENDITM AND RECALL <br />SEC. 5 REQUIRED WARD APPROVAL. <br />In addition to the other requirements of Article X of the Charter relating to initiative and <br />referendum, no initiative or referendum measure, proposing a change in the zoning classification of <br />any parcel or parcels of land in the City, sha11 pass at any election unless it is approved by a majority <br />vote in the ward or wards in which any part of the parcel or parcels is located. <br />SECTION Z. If the foregoing proposal receives the af?'irmative vote of a majority of <br />
