<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2003 -180 <br />BY: Mayor Musial <br />AN ORDINANCE PROVIDING FOR AN RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH A <br />PROFESSIONAL TRAFFIC ENGINEER OR CONSULTANT FOR THE <br />PURPOSE OF CONDUCTING A TRAFFIC IMPACT ANALYSIS FOR THE <br />PROPOSED DEYELOPMENT OF "PARCEL E", AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Carnegie Management Company has, pursuant to § 1149.041 (h), <br />deposited $10,000.00 in an escrow account accessible to the City, for the purpose of funding a <br />traffc impact analysis in conjunction with the proposed development of "Parcel E", located on <br />Brookpark Road, between Columbia and Great Northern Blvd.; and <br />WHEREAS, the Director of Planning has, together with the City Engineer, developed <br />specifications for an RFP process, provided for and established by Ordinance No. 2002-72 for <br />personal service contracts; and <br />WHEREAS, the City requires the services of a professional traffic engineer or traffic <br />consulting firm to conduct said traffic impact study, taking into consideration the specifications <br />on file WItZl the City Engineer, including but not limited to the Ohio Department of <br />Transportation's Access Management manual; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor, upon the approval of <br />the Board of Control, to enter into a contract with the lowest and best bidder to provide said <br />expert traffic engineering or consulting services; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO: <br />SECTION 1: That the Mayor be a.nd he is hereby authorized, upon the receipt of <br />proposals required by Ordinance No. 2002-72, and, upon approval of the City's Board of <br />Control, to enter into a contract with the lowest and best bidder to provide traffic engineering and <br />consulting services, as specified and required for the proposed development of "Parcel E". Said <br />contract shall be in a form and substance approved by the Director of Law, and all expenditures <br />made by the City pursuant to said contract shall not exceed Ten Thousand Dollars ($10,000.00). <br />
