Yk ? <br />Resolution No. 2003-177 <br />WHEREAS, the 2001 pilot testing demonstrated that the City of North Royalton, Ohio <br />Sludge Composting Facility has sufficient stabilization capacity for processing biosolids <br />generated by the City of North Royalton, Ohio wastewater treatment facilities and the City of <br />North Olmsted, Ohio wastewater trea.tment facilities; and <br />WHEREAS, the 2001 pilot testing demonstrated that the City of North Royalton, Ohio <br />has the ability to dispose of the biosolids stabilized by the North Royalton, Ohio Sludge <br />Composting Facility when processing biosolids generated by the City of North Royalton, Ohio <br />wastewater treatment facilities and the City of North Olmsted, Ohio wastewater treatment <br />facilities; and <br />WHEREAS, the first interim agreement for the stabilizing of North Olmsted Wastewater <br />Treatment Plant biosolids at the North Royalton Sludge Composting Facility became effective on <br />December 5, 2001 and expired on March 31, 2002 and <br />WHEREAS, the second interim agreement for the stabilizing of North Olmsted <br />Wastewater Treatment Plant biosolids at the North Royalton Sludge Composting Facility became <br />effective on April 1, 2002 and expires on December 31, 2002; and <br />WHEREAS, the third interim agreement for the stabilizing of North Olmsted Wastewater <br />Treatment Plant biosolids at the North Royalton Sludge Composting Facility became effective <br />March 13, 2003 and will expire on December 31, 2003; and <br />WHEREAS, the City of North Royalton, Uhio and the City of North Olmsted, Ohio in <br />accordance with the laws of the State of Ohio have negotiated a unit price for use in a fourth <br />interim agreement that would have an effective period starting January 1, 2004 and ending either <br />on December 31, 2004 or on the 9e calendar day following approval of sludge management <br />planning modifications prepared and submitted by both the City of North Olmsted, Ohio and the <br />City of North Royalton, Ohio to the Ohio Environmental Protection Agency; and <br />WHEREAS, the Ohio Environmental Protection Agency will allow the City of North <br />Olmsted, Ohio and the City of North Royalton, Ohio to continue the stabiiizing of North <br />Olmsted Wastewater Treatment Plant biosolids at the North Royalton Sludge Composting <br />Facility on an interim basis while the Ohio Environmental Protection Agency completes it <br />review of sludge management planning modifications prepared and submitted by both the City of <br />North Olmsted, Ohio and the City of North Royalton, Ohio to the agency; and <br />WHEREAS, the calendar year 2001 pilot testing program and the calendar year 2001 and <br />2002 operation of stabilizing of North Olmsted Wastewater Treatment Plant biosolids at the <br />North Royalton Sludge Composting Facility has significantly reduced the Sludge Disposal cost <br />of the City of North Olmsted. Ohio in disposing of dewatered wastewater treatment plant <br />biosolids generated by North Olmsted Wastewater Treatment Plant. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />2 <br />
