<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2003-131 <br />By: Council Member Paul Miller <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON COPELAND, <br />DIItECTOR OF THE DEPARTMENT OF HUMAN RESOURCES, TO MAKE <br />APPLICATION ON BEHALF OF THE CITY OF NORTH OLMSTED FOR <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE <br />FISCAL YEAR 2004 FOR DEVELOPMENT OF AN EXTERIOR PROPERTY <br />MAINTENANCE PROGRAM, AND DECLARING AN EMERGENCY, AS <br />AMENDED. <br />WHEREAS, this Council created a Citizens Advisory Committee for C.D.B.G. through <br />Resolution No. 2003-30; and <br />WHEREAS, this Council, after a public hearing conducted on August 20, 2003, has <br />determined that the City of North Olmsted qualifies for Community Development Block Grant <br />funds; and <br />WHEREAS, the Citizens Advisory Committee submitted a report to this Council on <br />September 5, 2003, recommending the above entitled project application; and <br />WHEREAS, the City has designated that the Exterior Property Maintenance Program is <br />eligible for funding through the Community Development Block Grant program funded by the <br />United States Department of Housing and Urban Development and administered for the City of <br />North Olmsted by the Cuyahoga County Board of Commissioners; and <br />WHEREAS, said projects consist of applying for up to the maximum award of $75,000; <br />and <br />WHEREAS, these projects will provide compliance with the Low and Moderate Income <br />national objective of C.D.B.G. funding within an improvement target area; and <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize and direct Don Copeland, <br />Director of the Department of Human Resources, to prepare and hereby further authorizes the <br />Mayor of the City of North Olmsted to sign and submit an Application for Community <br />Development Block Grant funds for fiscal year 2004, on behalf of the City of North Olmsted, <br />including the project referenced hereinabove, particularly the Exterior Property Maintenance <br />Program, and further provides for the participation as described.
