CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2003-129 <br />By: Council Member Paul Miller <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON COPELAND, <br />DIRECTOR OF THE DEPARTMENT OF HUMAN RE50URCES, TO MAKE <br />APPLICATION ON BEHALF OF THE CITY OF NORTH OLMSTED FOR <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE <br />FISCAL YEAR 2004 FOR THREE PROJECTS: 1. PROPERTY/FACILITY <br />IMPROVEMENTS FOR THE SPECIAL CHII.DREN FIRST CENTER; 2. <br />PROPERTY/FACILITY IMPROVEMENTS TO THE FRONT ENTRANCE AT <br />NORTH OLMSTED CITY HALL AND AT THE SENIOR CITIZENS MULTI- <br />SERVICE CENTER TO COMPLY WITH AMERICANS WITH DISABILITIES <br />ACT (ADA); 3. FUNDING FOR COMPREHENSIVE PLANNING <br />CONSULTATION SERVICES TO ASSIST WITH 2004 REVISION OF THE <br />NORTH OLMSTED MASTER PLAN, AND DECLARING AN EMERGENCY, AS <br />AMENDED. <br />WHEREAS, this Council created a Citizens Advisory Committee for C.D.B.G. through <br />Resolution No. 2003-30; and <br />WHEREAS, this Council has previously approved and submitted applications for <br />projects similar to the present request, by and through Ord. No. 2002-134; and <br />WHEREA5, this Council, after a public hearing conducted on August 20, 2003, has <br />determined that the City of North Olmsted qualifies for Community Development Block Grant <br />funds; and <br />WHEREAS, the Citizens Advisory Committee submitted a report to this Council on <br />September 5, 2003, recommending the above entitled project applications; and <br />WHEREA5, the City has designated the Property/Facility Improvements For The <br />Special Children First Activities Centers and the Americans With Disabilities Act Improvements <br />To The Front Entrance at North Olmsted City Hall and at the Senior Citizens Multi-Services <br />Center are eligible for funding through the Community Development Block Grant program <br />funded by the United States Department of Housing and Urban Development and administered <br />for the City of North Olmsted by the Cuyahoga County Board of Commissioners; and <br />WHEREAS, said projects consist of applying for up to the maximum award of <br />$150,000; and <br />WHEREAS, these projects will provide compliance with the Low and Moderate Income <br />national objective of C.D.B.G. funding by directing benefiting participants with <br />disabilities; and <br />WHEREAS, Special Children First will provide 21% of the total project cost as the <br />leverage requirement to apply for a funding amount in a range from $65,000 up to a maximum of <br />$100,000; and <br />.? .,.? ., , I . .?.. ?
