<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2003 -119 <br /> <br />BY: Council Members Dailey, McKay, Kasler, Nashar, Miller, Gareau, Limpert <br />A RESOLUTION SUPPORTING THE NORTH OLMSTED BOARD OF <br />EDUCATION AND URGING THE OffiO SENATE TO REVERSE THE <br />PROVISIONS OF HB 95 THAT WOULD NEGATIVELY IMPACT SCHOOL <br />DISTRICTS' INCOME <br />WHEREAS, the Ohio Senate's State budget bill, HB 95, provides for an <br />accelerated elimination of inventory taxes paid by businesses, eliminates State <br />reimbursement to school districts for the exemption businesses receive, and reduces the <br />taxable value of manufacturing machinery and equipment; and <br />WHEREAS, HB 95 will statewide reduce school district budgets by hundreds of <br />millions of dollars without providing any remedy to recoup the lost funding and, <br />therefore, threatens the financial viability of school districts; and <br />WHEREAS, school districts statewide, including the North Olmsted City School <br />District, are mobilizing to reverse the Ohio Senate's State budget bill; and <br />WHEREAS, the Mayor and Council of the City of North Olmsted, Ohio, <br />recognize the importance of this issue to school districts and their ability to provide <br />quality education and, therefore, on our communities as a whole. <br />NOR' THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor and North Olmsted City Council support the North <br />Olmsted Board of Education and other Ohio school districts in their effort to reverse the <br />provisions of HB 95 that would provide tax breaks for businesses, but eliminate essential <br />funding to Ohio school districts. <br />SECTION 2: That the Mayor and North Olmsted City Council do hereby strongly <br />urge the Ohio Senate to reconsider HB 95 and to reverse the provisions which would <br />have a negative effect on the income of school districts. <br />SECTION 3: That the Clerk of Council be, and she hereby is, directed to forward <br />a copy of this legislation to Ohio Senator Rabert F. Spada and Ohio House <br />Representative Sally Conway Kiibane as an indication of the position of the City of North <br />Olmsted regarding the effects of HB 95 on school districts. The Clerk is further
