<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2003 - 40 <br />BY: Mayor Musial. <br />AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF <br />NORTH OLMSTED TO ENTER INTD AN AGREEMENT W1'TH <br />MEDICAL MUTUAL OF OHIO TO PROVIDE THIRD-PARTY <br />ADMINSTRATOR SERVICES, AND A STOP LOSS INSURANCE <br />P(1LICY, TO THE CITY IN CONNECTION WITH THE CITY'S <br />SELF-INSURED HEALTH CARE PROGRAM FOR CITY <br />EMPLOYEES FOR THE YEAR 2003, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the City is cunently under contract with Medical Mutual of Ohio to <br />provide third-party administrator (TPA) services in connection with the City's health care <br />plan for City employees for the year 2002, pursuant to this Council's authorization in <br />Ordinance No. 2002-57; and <br />N'HEREAS, in addition to providing TPA services, Medical Mutual of Ohio <br />provides the City with a stop loss insurance policy for medical expenses which exceed a <br />certain doltar amount per person covered by the plan; and <br />WHEREAS, the Director of Personnel and Administrative Services has surveyed <br />the market for qualified and cost-effective third-party administrators for the City's self- <br />insurance plan and has again determined that the renewal proposal of Medical Mutual of <br />Ohio will result in providing City employees, in accordance with the level of health care <br />restrictions in effect pursuant to the various collective bargaining agreements between the <br />City and its bargaining-unit employees, with the most quality health care services at the <br />least expensive price; and <br />WHEREAS, the Director of Personnel and Administrative Services accordingly <br />recommends that the City enter into an agreement with Medical Mutual of Ohio in <br />accordance with its renewal proposal for the year 2003; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to enter into <br />such an agreement with Medical Mutual of Ohio to provide TPA services and a stop loss <br />insurance policy to the City for its employees' self-insured health care plan; <br />
