CITY OF NORTH OLMSTED <br />RFSOLUTION NO. 95- 93 <br />By: Mayor Edward Boyle and Council <br />A RESOLUTION PETITIONING THE OHIO GENERAL <br />ASSEMBLY TO INCREASE THE ELIGIBILITY CEILING FOR <br />THE HOMESTEAD EXEMPTION. <br />WHEREAS, our citizens of the City of North Olmsted who are age 65 and over and <br />those who are prevented from working due to permanent disability are especially vulnerable to <br />the pressures of economic inflation, and <br />WHEREAS, Ohio voted real property taxes have increased 85.1 % which is well beyond <br />the growth of personal income during the decade ending 1993, and <br />WHEREAS, the inflation rate over the ten year period increased 45 % in Ohio, but <br />eligibility rules for the Homestead Exemption have remained constant since the reform of 1987, <br />and <br />WHEREAS, an additional 11,824 households in Cuyahoga County will have an <br />opportunity to benefit from what for many is an onerous real property tax burden if the <br />Homestead Exemption eligibility ceiling is raised to $20, 800, and <br />WHEREAS, Governor Voinovich has taken the initiative by allocating $34 million in <br />funding in the 1996-97 Ohio biennial budget proposal to implement an increase in the income <br />eligibility ceiling from $16,500 to $20,800 with conesponding adjustments to the intermediate <br />brackets, and <br />WHEREAS, the Ohio House has, on April 6, 1995, passed HB 117, which incorporates <br />the expansion of I3omestead benefits for retirement age and disabled property owners. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: To endorse and support the passage of Homestead Exemption reform as <br />embodied in HB 117, the 1996-97 biennial budget and to mail a copy of this document to Ohio <br />Governor George Voinovich, Cuyahoga County Auditor Tim McCormack, Ohio Senate <br />President Stanley Aronoff, Senators Drake, Kucinich, Sheerer and Suhadolnik and to Senator <br />Roy Ray, Chairperson of the Senate Finance Committee. <br />
