~,~ <br />a, ~ ,. <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 72- ~~~ <br />' S~AN"" ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE <br />;'~u CON~RACT FOR THE PURCHASE OF UP TO SIX THOUSAND (6,000) <br />GALLONS`DF SODIUM ACUMINATE FOR USE AT THE WASTEWATER <br />TREATMENT PLANT FOR THE REMOVAL OF PHOSPHATES AND DECLARING <br />AN EMERGENCY . <br />WHEREAS, the City of North Olmsted is in the process of <br />expanding its Wastewater Treatment facilities, incorporating all of <br />the requirements of all of the regulating agencies, and <br />WHEREAS, sodium aluminate is necessary in the treatment <br />of the wastewaters and the e~,imination of as much of the phosphates <br />as possible and practical, and <br />WHEREAS, it is necessary to purchase a supply of sodium <br />aluminate for this phosphate removal on an experimental basis and <br />trial method, and such purchase will exceed the One Thousand Dollar <br />($1,000) expenditure allowable by charter without advertising for <br />bids, and <br />WHEREAS, Council deems the situation to be an emergency <br />requiring unusual procedures to comply with the requirements as <br />mentioned and to avoid a threat to the environmental conditions <br />of Rocky River and Lake Erie, <br />N04I, THEREFORE, BE IT ORDAINED by the Council of_ the <br />City of North Olmsted, State of Ohio: <br />Section 1. That the Director of Public Service be and he is <br />hereby authorized to enter into a contract for the initial purchase <br />of up to six thousand (6,000) gallons of sodium aluminate to be <br />used at the Wastewater Treatment Plant without the necessity of <br />advertising for bids for such purchase. <br />Section 2. That the Director of Finance be and he is hereby <br />authorized to pay the cost of the required six thousand (6,000) <br />gallons of sodium aluminate. <br />Section 3. This Ordinance is hereby declared to be an <br />emergency measure, necessary for the immediate preservation of the <br />public peace, health and safety by virtue of the fact that continued <br />efficient operation of the Ws~tewater Treatment Facilities is essen- <br />tial to the health of the inhabitants of the City and its contiguous <br />areas. WHEREFORE, providing this ordinance receives. a vote of two- <br />thirds (2/3) of the members of Council, this Ordinance shall take <br />effect and be in force immediately upon its passage, otherwise at the <br />earliest period allowed by law. <br />PASSED : ~~?~G /~f~~Z" <br />ATTEST: ~ _ <br />Nora T.
