That the following sums be and they are hereby set aside and appropriated as follows: STREET MAINTENANCE FUND Workmen's Compensation 1,800.00 Traffic Lights 4,000.00 Total 5,800.00 Section 4. That the following sums be and they are hereby set aside and appropriated as follows: STATE HtGMWAY FUND Labor 5,000 00 Materia] 5,000.00 Total 10,000.00 Section 5. That the Clerk of Council shall immediately forward an attested copy of the Ordinance to the Auditor of Cuyahoga County. Section 6, That the City Finance Director is hereby authorized to draw his warrants on the City Treasury for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefor, approved by the Board of Officers authorized by taw to approve same, or an Ordinance or Resolution of Council to make the expenditures; provided that no warrants shat} be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Provided, further that the appropriations for contingencies can only be expended upon approval of two-thirds vote of Council for items of expense constituting a legal obligation against the City and for purposes other than those covered by the other specific appropriations herein made. Section 7. That this ordinance is hereby declared to be an emergency measure by virtue of the fact that the appropriations of funds is necessary for the financial operation of the City of Nar_th Olmsted and, relates to the safety, health, and welfare of the citizens of the City of North Olmsted, Wherefore, this Ordinance shall take effect immediately upon its passage, otherwise, at the earliest period allowed by law.
