CHAPTER 23 DUTIES AND AUTHORITY OF THE ADMINISTRATOR Section 1501.2311 AUTHORITY TO CONTRACT FOR CENTRAL COLLECTION FACILITIES The City of North Olmsted having already entered into an agt~ement for the establishment of a Regional Council of Governments pursuant to ordinance No. 71-75, which Council has organized a municipal tax collection agency known as "Regional Income Tax Agency ", the Board of Trustees of said Regional Income Tax Agency is authorized to administer and enforce the provisions of this Title as the agent of the City of North Olmsted, and the duties and authority of the Administrator hereunder maybe performed by the Board of Trustees of said agency through the Administrator of said agency. Provided, however, the Administrator of said agency shall have no authority to abate penalties or inte~st provided for in Section 150I.150I and Section 15 01.150 2 hereunder. Section 2. That the Clerk of C ouncil is hereby instructed to forward a cppy of this Ordinance to the Director of Finance, and Income Tax Department of the City of North Olmsted. Section S. That all other ordinances or resolutions, or parts of ordinances or parts of resolutions ,inconsistent herewith to the provisions of this Ordinance, a hereby repealed with the effective date of this Of~dinance. Section 4. That this Ordinance is hereby declared to be an emergency measure necessary for the preservation of the public peace, health, safety and we3fare of the ®ity by virtue of the fact that the Regional Income Tax Agency rn~st be able to collect taxes for the Cirty of North Olmsted effective January 1, 1972, the day the City of Cleveland and the Central Collection Agency will not longer collect the income tax for the City of North Olmsted, WHEREFORE, this Ordinance shall take effect and be in-force immediately upon its passage and the signature of the Mayor, otherwise, at the earliest date permitted by law.
