AN ORDINANCE AUTHORIZING AN AGREEMENT BETWEEN THE NORTHEAST OHTO AREAWTDE CO- - ORDTNATING AGENCY (NOACA) AND THE CITY OF NORTH OLMSTED TN THE NOACA PROGRAM FOR T:f3E SEVEN-COUNTY REGION~~ AND DECLARING AN EMERGENCY. BE IT ORDAINED by the Council of the City of North Olmsted, State of Ohio Section 1. That the Mayor be and he is hereby authorized and directed to enter into an agreement hereinafter provided AGREEMENT This Agreement entered into on the 16th day of Novemb ,1971, by and between the Northeast Ohio Areawide CoordinatingAgency, hereinafter referred to as NOACA, and the City of North Olmsted, hereinafter referred to as the MUNICI- PALITY. WITNESSETH: WHEREAS , for the purpose of responding to the needs engendered by Title II of the Demonstration Cities and Metropolitan Development Act of 1966, Section 701 of the Housing Act of 1954, as amended, the Intergovernmental Cooperation Act of 196$, and other pertinent federal and state statutes and programs , an areawide coordinating agency has been established for the Northeast Ohio Area, including the Metropolitan areas of Cleveland, Akron, and Lorain-Elyria, and the Counties of Cuyahoga, Geauge, Lake, Lorain, Medina, Portgate and Summit ;and WHEREAS, the provisions of Section 134 of Title 23 - U. S. Cgde -Highways, require that a continuing comprehensive transportation planning process be carried on cooperatively by the states and local communities, within urban areas of over 50,000 population as a condition for the Federal Highway Administration's approval of federal aid highway improvements within the urban area involved ;and WHEREAS, the public interest demands the preparation of a long-range plan for the development of transportation. systems embracing various modes of transport in a continuing comprehensive transportation planning process ;and WHEREAS, an ~eawide Board has been established consisting of elected public officials, or public officials responsible to them, in the seven-county area, and various concerned State Departments, to conduct the business of NOACA ;for review of projects concerned with but not limited to open-space land projects, housing, hospitals, airports, libraries, water supply and distribution facilities, sewerage facilities and waste treatment works, highways, transportation facilities, and water development and land conservation projects ;and for the maintenance ,support, and initiation of comprehensive areawide planning in the region; and WHEREAS, Ohio- law empowers local political subdivisions to contract with each other on matters necessitating such contract, when such matters are in the power of any subdivision to do singly ;and
