~ i, <br />C ' <br />~. ~ ~ <br />~` <br />~ 7 <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 71- ~~~ <br />t. <br />AN ORDINANCE AUTHORIZING AN AGREEMENT <br />BETWEEN THE NORTHEAST OHTO AREAWTDE CO- - <br />ORDTNATING AGENCY (NOACA) AND THE CITY <br />OF NORTH OLMSTED TN THE NOACA PROGRAM <br />FOR T:f3E SEVEN-COUNTY REGION~~ AND DECLARING <br />AN EMERGENCY. <br />BE IT ORDAINED by the Council of the City of North Olmsted, State of Ohio <br />Section 1. That the Mayor be and he is hereby authorized and directed to <br />enter into an agreement hereinafter provided <br />AGREEMENT <br />This Agreement entered into on the 16th day of Novemb ,1971, <br />by and between the Northeast Ohio Areawide CoordinatingAgency, hereinafter referred <br />to as NOACA, and the City of North Olmsted, hereinafter referred to as the MUNICI- <br />PALITY. <br />WITNESSETH: <br />WHEREAS , for the purpose of responding to the needs engendered by Title II <br />of the Demonstration Cities and Metropolitan Development Act of 1966, Section 701 <br />of the Housing Act of 1954, as amended, the Intergovernmental Cooperation Act of <br />196$, and other pertinent federal and state statutes and programs , an areawide <br />coordinating agency has been established for the Northeast Ohio Area, including <br />the Metropolitan areas of Cleveland, Akron, and Lorain-Elyria, and the Counties <br />of Cuyahoga, Geauge, Lake, Lorain, Medina, Portgate and Summit ;and <br />WHEREAS, the provisions of Section 134 of Title 23 - U. S. Cgde -Highways, <br />require that a continuing comprehensive transportation planning process be carried <br />on cooperatively by the states and local communities, within urban areas of over <br />50,000 population as a condition for the Federal Highway Administration's approval <br />of federal aid highway improvements within the urban area involved ;and <br />WHEREAS, the public interest demands the preparation of a long-range plan <br />for the development of transportation. systems embracing various modes of transport <br />in a continuing comprehensive transportation planning process ;and <br />WHEREAS, an ~eawide Board has been established consisting of elected public <br />officials, or public officials responsible to them, in the seven-county area, and <br />various concerned State Departments, to conduct the business of NOACA ;for review <br />of projects concerned with but not limited to open-space land projects, housing, <br />hospitals, airports, libraries, water supply and distribution facilities, sewerage <br />facilities and waste treatment works, highways, transportation facilities, and <br />water development and land conservation projects ;and for the maintenance ,support, <br />and initiation of comprehensive areawide planning in the region; and <br />WHEREAS, Ohio- law empowers local political subdivisions to contract with each <br />other on matters necessitating such contract, when such matters are in the power of <br />any subdivision to do singly ;and <br />
