Ordinance No.~ 9 Page 2 invt~ilate for public highway purposes. and permit no signs, posters, billboards, roadside stands or other private installations within the right-of-way limits; and (c) Prohibit parking within the limits of the installation project under this ordinance, within the corporate limits of the Muni- cipality; and (d) No rule or regulation shall be enacted restricting the use of the highway by any class of vehicle or vehicle load permitted by the Ohio Revised Code to use a public highway. Any existing rule or regulation so restricting road usage is hereby rescinded. Section 5. (Traffic Control Signals and Devices) That traffic control signals will not be installed on the project with- out prior approval by the County and the Municipality will place and maintain all traffic control devices conforming to the Ohio Manual of Uniform Traffic Control Devices on the installation project in compliance with the provisions of Section 4511.11 and related sections of the Ohio Revised Code. Section 6. (Utility Rearrangement) (a) That arrangements shall be made with and agreements obtained from all public utility companies whose facilities will be affedted by the said installation project and said companies shall agree to make any and all necessary rearrangements of facilities in such a manner as to be clear of any construction called for by the plans of said improvement and said companies shall agree to make such necessary rearrangements immediately after notification by said Municipality or the County of Cuyahggg. (b) That it is hereby agreed that the Munic ipality shall at its own expense make all rearrangements of both municipally owned and privately owned utilities and/or any appurtenances ttcereto, as may be necessary to conform to the said installation project and said rearrangements shall be done at such time as requested by the County. (c) That the construction, reconstruction and/or rearrangement of both publicly and privately owned utilities, referred to in sub- sections (a) and (b) above, shall be done in such a manner as to not interfere unduly with the operation of the contractor install- ing the project and all backfilling of trenches made necessary by such utility rearrangements shall be performed in accordance with the provisions of the Ohio Department of Highways Construction and Material Specifications and shall be subject to approval by the county. Section 7. (Emergency Clause) This Ordinance is hereby declared to be an emergency ordinance imme- diately necessary for the preservation of the public peace, health and safety, such emergency existing by reason of the present condition of said road and by reason of the inadequacy of such road to handle existing and anticipated vehicular traffic between the points hereinbefore designated; in consequence whereof great public inconvenience is being suffered and will be suffered and public vehicular traffic endangered and delayed; and for the further reason it is necessary to proceed at once in order to complete the installation
