~~ SECTION 2; This Grdinance is hereby declared to be an Emergency ordinance necessary for the immediate preservation of the public health and s~rfety; such necessity exists by reason of the fact that freezing and tha~,ving action has created hazardous conditions on these roads, in co,~seque~rce whereof public inconvenience ~rould be suffered and pubs is travel endangered and delayed; and said ordinance shall take effect at the car-liest time as provided by law and upon acceptance by the Board of County Commissioners of Cuyahoga County.
