• BY: o CITY OF NORTH OLMSTED ORDTNANCE NO. 71- AN ORRDTNANCE AMENDING SECTION 3 AND SECTION 5 OF ORDINANCE NO. 69-56, EN- ACTED APRIL 1, 1969, AND ENTITLED " AN ORDTNANCE ESTA$LSIHING RATES TO BE CHARGED FOR THE SERVICES OF THE MUNICI- PAL SANITARY SEWERAGE SYSTEM UTILITY OF THE CITY OF NORTH OLMSTED ", AND DE- CLARING AN EMERGENCY. WHEREAS, Council of the City of North Olmsted has heretofore determined to construct, and the City is now in process of constructing, a sewerage system and sewage treatment works and has determined to operate the same, togethex with all additions thereto hereafter made or acquired by the City (hereinafter genes~lly called the "System ") as a public utility ;and WHEREAS, by Ordinance No. 2867 Council established certain rate$ and charges for the service provided by the System and has now determined and founditt necessary to revise such rates so as to assure sewer revenues at least sufficient to meet the cost of operating and maintaining the System, and also, debt charge, reserve and other requirements of its mortgage revenue bonds heretofore authorid and sold for thepurpose of financing part of the cost of constructing the System, for which purpose this Ordinance shall supersede Ordinance No. 67-185 , Ordinance No. 61-15 6, Ordinance No. 6113110, Ordinance No. 3159, and Sections 3 and 5 of Ordinance No. 69-5 6. WHEREAS, to facilitate the proper billing and collection of etch charges with respect to properties now or hereafter served by the waterworks system of the City of Cleveland, Council proposes to authorize the Cleveland Water Department to handle such billing along with its billing of water supplied by it ;and WHEREAS, the Water Pollution Control Board has directed tie City of North Olmsted to construct additional waste treatment facilities by reason of higher water quality standards established by the State of Ohio and the United States of America for the Lake a Drainage Basin necessitating ~~higher degree of treatment (tertiary ) and removal of phosphates ;and WHEREAS, to finance these additional waste treatment facilities the City of North Olmsted has determined it to be necessary to revise the rates charged for the services of Municipal Sewerage System Utility. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of North Olmsted, State of Ohio Section 1. That Section 3 of Orddinance No. 69-56, enacted April 1, 1969, now reading as follows: Section 3. "That for the purpose provided in Section 2 hereof, there is hereby levied and charged upon each lot, parcel of land or premises having or required to have a°connection with the System, or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or~lndirectiy into the System, -.:..
