That for the purposes provided in Section 2 hereof, there is <br />hereby levied and charged upon each lot, parcel of land or premises having or re- <br />quired to have a connection with the System, or otherwise discharging sewage, <br />industrial wastes, water or other liquids, either directly orsindirectly into the <br />System, sewer charges payable as hereinafter provided and in amounts to be <br />determined as follows: <br />(a) For premises supplied by metered public water supply, the <br />following rates shall apply to be computed on the basis of water <br />consumption as measured by such water meter, to-wit <br />:~i. 85 for the first 1000 feet of any portion thereof of water con- <br />sumed per quarter, and at a rate of $7.85 for each 1000 cubic <br />feet of water consumed thereafter, but not less than $4.75 per <br />quarter, In addition thereto, there shall be paid $. 25 per <br />billing for each quarter billing made by the City of Cleveland <br />Water Department to the premises being supplied by meter <br />public water supply. For late payments beyond the due date <br />of said billings such rates shall be increased $. 25 per quarter <br />a3s a penalty for late payment. <br />(b) For premises supplied, other than by metered public water <br />supply, there shall be charged a flat rate of $10.70 per <br />month provided that for prompt payment of such billings, <br />avhen due, by the City of North Olmsted, such rate shall be <br />reduced to $10.50 per month. <br />( C:) The rates to be charged to users whose premises are located <br />outside the city limiter, other than political subdivisions <br />having special service contracts with the City of North Olmsted, <br />shall be negotiated by the Mayor and/or the Director of Public <br />Service and approved by Council of the City of North Olmsted. <br />Any such user shall first obtain the approval of the Director of <br />Public Service before making connections to the System and <br />conform to suc~a requirements as may be prescribed in the regu- <br />lations prescribed by such Director. <br />(d) In the event it can be shown to the satisfaction of the Director <br />of Public Service with respect to any premises that a portion of <br />the water derived from metered public water supply eonsumed on <br />said premises does not and can not enter the System, then in each <br />such case the owner or other interested party may, at his expense, <br />install such metering devices as to demonstrate to the satisfaction <br />of said Director the portion of the water so supplied and consumed <br />on the premises which is discharged into the System, which portion <br />shall constitute the basis for determining the sewer charge under <br />(a) above. <br />(e) No free service of any kind shall be rendered to any user unless <br />it shall be brought to the attention of Council of the Finance <br />Director that the City of Cleveland Water Department has had <br />an adjustment in the water charge to a consumer, at which time <br />the Finance Director is hereby authorized to make an adjustment <br />in the sewer revenue charge not to exceed $100.00 per premises <br />served by the North Olmsted Sanitary Sewer System. <br /> <br />
