_~»,, . -' adjoining lands and interest therein; the cost of demolishing or removing any buildings or structures on the Project Site, including the cost of acquiring any lands to which such buildings or stn~etures may be removed, the cost of diverting highways, interchange of highways, access roads to private property, including the cost of easements therefor; the cost of construction of the Project Facilities including but not limited to the cost of all machinery, furnishings and equipment included therein; interest on the funds disbursed by the OWDA for the payment or reimbursement thereof' of Federal Participation Costs at the Contract Interest Rate from the date of disbursement by the OWDA of each portion thereof pursuant to Section 3.8 hereof to the first day of the Contract Period of Years multiplied by the Capitalized Interest Percentage; interest on the funds disbursed by the OWDA for the payment or reimbursement thereof of Local Participation Costs at the Contract Interest Rate from the date of disbursement by the OWDA of each portion thereof pursuant to Section 3.8 hereof to the first day of the Contract Period of Years; engineering expenses for the Project Facilities, including but not limited to, the cost of preliminary and other surveys, the cost of preparing plans, estimates and specifications, the cost of all necessary soil and other investigations and laboratory testing, and resident engineering and inspection fees; the cost of the project sign referred to in paragraph (n) of Section 3.1 hereof; the cost of printing and publishing the notices and legislation required; legal expenses; administrative expenses of the OWllA in the amount of thirty-f"ive hundredths of one per cent of all other Eligible Project Costs; and any other necessary miscellaneous expenditures, minus the amount of any grant applicable to the foregoing costs'from the United States of America or any department or agency thereof other than a grant made pursuant to Section 8 of the Federal Water Pollution Control Act and which is obtained pursuant to an application made by and through the efforts of the LGA. (g) "Eligible Project Costs" means the sum of Federal Participation Costs plus Local Participation Costs. (h) "Capitalized Interest Percentage" shall mean the percentage equal to 70% plus the percentage of Federal Participation Costs, if any, paid directly to the LGA by United States of America pursuant to Section 8 of the Federal Water Pollution Control Act and disbursed by the LGA for the payment of Federal Participation Costs. DEFINITIONS RELATING TO PARTICIPATION IN COSTS (i) "Federal Participation Charge" means that amount equal to the Federal Participation Costs multiplied by $ • 052220 per annum. Based on the estimated Federal Participation Costs of $ 3.808, 600 ,this amount equals $ 198 ~ 885 per annum. In the event that the percentage of the total Federal Participation Costs of all projects constructed by or financed in whole or in part by the OWDA, the construction of which has commenced prior to December 31, 1974, paid or committed to be paid from moneys granted by the United States of America pursuant to Section 8 of the' Federal Water Pollution Control Act (Public Law 660, 84th Congress 1956, as amended) exceeds 30°Io of such total Federal Participation Costs, the Federal Participation Charge shall become the amount equal to the Federal Participation Costs multipled by the Federal Reduction Rate on January l , 1975. (INFORMATIONAL NOTE: The Multiplier $ • 052220 is 70% of $ .07460 which is the amount per annum necessary to amortize a principal amount of one dollar over the Contract Period of Years at the Contract Interest Rate per annum). (j) "Local Participation Charge" means the amount equal to the Local Participation Costs multiplied by $ .07460 per annum.
