<br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. ~~-.s'~ <br />„ 1.-J.J3_Y- <br />:" <br />AN ORDINANCE AUTHORIZING THE DIRECTOR OF LAW TO EMPLOY <br />SPECIAL COUNSEL TO ASSIST HIM IN OPPOSING THE WATER <br />MORATORTUM IMPOSED BY THE CITY OF CLEVELAND, AND DECLAR- <br />ING AN EMERGENCY . <br />WHEREAS, the City of Cleveland Water Department has declared <br />a moratorium on the issuance of water permits where there is not an <br />acceptable program for pollution control, and <br />WHEREAS, the City of North Olmsted desires to institute legal <br />proceedings to contest said moratorium within the City of North Olmsted, <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />North Olmsted, State of Ohio: <br />Section 1. That the Director of Law is hereby authorized to <br />employ special counsel to assist him in legal proceedings against said <br />moratorium. <br />Section 2. That this Ordinance is hereby determined to be an <br />emergency measure necessary for the preservation of the public welfare, <br />peace, health and safety by virtue of the fact that builders in the City <br />of North Olmsted have been refused water permits under said moratorium, <br />WHEREFORE, this Ordinance shall take effect immediately upon its passage, <br />otherwise at the earliest period allowed by law. <br />PASSED; :.: --!~~=~i~,~L,~ <br />ATTEST: <br />/~ <br />Nora T.
