That the Clerk of Council shall immediately <br />forward an attested copy of this Ordinance to the Auditor of Cuyahoga <br />County. <br />Section 5. That the City Finance Director is hereby <br />authorized to draw his warrants on the City Treasury for payments from any <br />of the foregoing appropriations upon receiving proper certificates and <br />vouchers therefor, approved by the Board of Officers authorized by law to <br />approve same, or an Ordinance of Resolution of Council to make the <br />expenditures; provided that no warrants shall be drawn or paid for salaries <br />or wages except to persons employed by authority of and in accordance with <br />law or ordinance. Provided further, that the appropriations for contingencies <br />can only be expended upon approval of two-thirds vote of Council for items <br />of expense constituting a legal obligation against the City and for purposes <br />other than those covered by the other specific appropriations herein made. <br />Section 6. That this Ordinance is hereby declared to be an <br />emergency measure by virtue of the fact that the transfer of funds and <br />additional appropriations is necessary for the financial operation of the <br />City of North Olmsted and, relates to the safety, health, and welfare of <br />the citizens of the City of North Olmsted., Wherefore, this Ordinance shall <br />take effect immediately upon its passage, otherwise, at the earliest period <br />allowed by law. <br />? ?*? <br />PASS ED: a_.?#t?`` 4.?.
